Empty flood map or no flood? Check observation coverage
An empty bounded response means no observations were returned for that request. It may reflect limited sources, area coverage, time filters or availability. Check coverage and freshness independently before making an operational interpretation.
Procedure
Confirm the west, south, east, north coordinate order and selected source coverage.
Read HTTP status, featureCount, truncated, nextCursor and freshness; distinguish an error from an empty success.
Record observation time separately from fetch time and verify road conditions through the responsible operator.
