About this dataset
A static terrain-susceptibility indicator derived from HAND, slope and mapped-drainage proximity. A band means the region contains sampled terrain susceptible to flash flooding; it is not a probability, forecast, whole-region classification or property-level risk score.

The banded metric flags whether the region CONTAINS terrain susceptible to flash flooding somewhere within it -- not the susceptibility of the region as a whole, and not of any individual property.
